How to obtain financing for a new furnace and home heating change to central, gas heating systems or installation of solar panels?

Reduction of Low Emission Programme (PONE) Guidelines

Rules for granting the financing are defined in the Terms and Conditions of heat sources exchange and installation of solar system in individual buildings realised within the project of Reduction of Low Emission Programmes for the city of Tychy - stage 2 approved by the mayor of the city on 5 May. 

In 2016 the City Council of Tychy accepted the Reduction of Low Emission Programmes for the City of Tychy. The aim of the programme is to launch a grant system for exchanging non-ecological heat sources and installation of solar systems in houses for years 2016-2020.

As a result of modernisation conducted in the last year edition of the programme, 135 coal furnaces of 5th class, one biomass furnace, 55 new gas furnaces and 24 solar systems were installed. According to the ecological effect calculation method develop by the WFOŚiGW, this is equal to the ecological effect reducing the CO2 emission by 1 184 227 kg.

The commune of Tychy is planning in 2017 to conduct 400 modernisations within the Reduction of Low Emission Programme. This would include:

  • Exchange of 252 coal furnaces to new generation of coal furnaces,
  • Exchange of 60 coal furnaces to gas furnaces,
  • Exchange of 4 coal furnaces to connection to the central heating system,
  • Exchange of 4 coal furnaces to heat pumps,
  • Exchange of 29 old gas boilers to new ones,
  • Exchange of 6 oil boilers to new gas boilers,
  • Installation of solar panels on 45 buildings.

Similarly, to 2016 edition, financing option applies to exchange of non-ecological heat source to:

  • Solid fuel furnaces (coal and biomass) of 5th class
  • Gas furnaces,
  • Heat pumps,
  • Connection to the central heating system,
  • As well as installation of solar system.

An inhabitant can apply for a grant in the amount of 60% of qualified costs for purchase or installation of a furnace and/or solar system but not more than PLN 7,200.00 (gross amount in case of furnace exchange) and/or PLN 6,000.00 (gross amount in case of solar system installation). The amount exceeding the grant amount shall be borne by an inhabitant.

Obtaining the financing in 2017.

On behalf of the City of Tychy, in 2017 the programme is conducted by the operator - Ekoskan Innowacja i Rozwój sp. z o. o. with its seat in Świerklaniec, at ul. Błękitna 12.

Application to the Programme for 2019-2020 can be submitted:

Heating devices covered by the financing must comply with the criteria defined in PONE. The criteria - so called furnace class are defined in PN EN303-5:2012 standard. According to data of WFOŚiGW in Katowice, compliance confirming certificates can be issued by the bodies with accreditation of the Polish Centre for Accreditation (Polskie Centrum Akredytacji). These are:

  • Instytut Energetyki, ul. Mory 8, 01-330 Warszawa – Laboratorium Kotłów i Urządzeń Grzewczych, ul Dostawcza 1, 93-231 Łódź,
  • Instytut Energetyki, ul. Mory 8, 01-330 Warszawa – Laboratorium Kotłów, Turbin, Urządzeń Grzewczych i Odpylających oraz Emisji Pyłowo-Gazowej, ul. Dostawcza 1, 93-231 Łódź,
  • Urząd Dozoru Technicznego, ul. Szczęśliwicka 34, 02-353 Warszawa – Centralne Laboratorium Dozoru Technicznego, ul. Małeckiego 29, 60-706 Poznań.

Apart from the Polish Centre for Accreditation, we also accept accreditations issued by institutions listed on: www.european-accreditation.org. They obtain such right by participating in the European co-operation for Accreditation.

Changes in grants for exchange of furnaces in 2018.

Experiences of previous years of the Programme enabled us to formulate the need of changes in guidelines for upcoming years. By the virtue of resolution of the Town Council of Tychy from 26 October 2017, an update of the Reduction of Low Emission Programmes was approved. The most important changes apply to an increase of the grant amount for:

  • Exchange of coal to gas furnace,
  • Connection to local central heating system or
  • heat pump installation.

Inhabitants could get 80% instead of previous 60% for the grant in the above cases.

There is also an option to get a grant for thermal modernisation of residential buildings. Since 2018 the inhabitants of Tychy would get 60% of such grant (wall insulation up to - PLN 12,000, roof and flat roof up to PLN 7,200 and window replacement - PLN 9,000).

The reason for adding this option to the Programme is a search for additional strategies reducing the low emission level via creating efficient methods which would encourage people to replace heat sources to more eco-friendly ones in reference to expensive alternative energy source compared to the coal. The aim of thermal insulation is to maintain the costs of the more expensive solution (central heating and gas) on the current level by improving energy parameters of a building. Thermal insulation shall protect the building against heat loss and reduce energy demand.

The amount of the grant for exchanging the coal to gas furnaces, connection to the local central heating or heat pump system is increased from 60% to 80% i.e. From PLN 7,200 to PLN 9,600. Whereas the amount of the grant for the remaining scope of furnace exchange remains unchanged (60% of the eligible costs i.e. PLN 7,200).
